Focus on the solid white circle at the centre of the rotating image. This circle and the other off centre circles appear to roll around inside static circles (they are all rotating however). There is also an appearance of depth such that the central solid circle appears as a ball rolling around in a bucket.

The effect is often more powerful if only one eye is used, try closing one eye.
